TITLE: Budget Administration and Systems Analyst

BASIC
FUNCTION:
Develops,
analyzes, and reports budget data including planning and modeling prospective
and prior comparative financial information and graphical analysis as required
by college and state policies and as requested by college management or the
State Board of Education for particular legislative, state or college decision
support. Assists in the development of budgets and budget analysis.
Participates in college-wide strategic planning and analysis.
RESPONSIBILITIES:

Functions as the primary
budget analyst reporting to the Assoc. VP, Planning, Budget and Research in
collaboratively planning, assisting in the development, implementation and
maintenance of the operating budget.

Responds to requests and
budget information needs, conducting special studies and analyzing information
as requested.

Prepares financial
modeling based on the various legislative support alternatives, enrollment
scenarios and formula funding implications.

Reconciles and analyzes
financial and enrollment data.

Maintains computerized
budget records and status data.

Coordinates and implements
the annual budget instructions, calendar and worksheets for use by
departments.

Prepares
budget amendments and financial reports for the State and/or College programs.

Provides functional &
technical support to the testing and implementation of Budgeting modules and
systems.

Researches, analyzes, and
recommends SPOL and PeopleSoft setup modifications and enhancements to
computer applications to include the development of specifications for using
any or all of the tools, modules, and features of the budget information
systems

Assists in conducting business process analysis and making recommendations for
process improvement.

Writes computer applications and queries according to specifications for
budget reports.

Documents applications and queries to enable departmental staff to continue
computer support to the related systems.

Writes other ad hoc queries to support budgetary decision-making and process
analysis.

Participates in the development of user and operational documentation.

Works as necessary in the maintenance of system software for the PeopleSoft
Financial, HR/payroll and the Strategic Planning On-line budgeting software,
tables and/or databases.

Works as directed in the continual effort to employ effectively emerging
technologies in support of college budgetary needs.

Communicates frequently
with an integrated network of colleagues regarding trends in enrollment,
financial support and formula funding implications.

Provides related
information as requested.

Performs other duties as
required.
EDUCATIONAL
REQUIREMENTS:
Baccalaureate
degree in business/technology related field. Completion of upper level
accounting courses.
EXPERIENCE
REQUIREMENTS:
Three (3)
years of responsible administrative or financial management and analysis in a
diverse organization.
KNOWLEDGE/ABILITIES/SKILL REQUIREMENTS:
Knowledge of
budget and accounting practices in a college or university setting. Knowledge
of enterprise management systems. Must have excellent interpersonal, analytical
and problem solving skills. Knowledge of computer programs including Excel,
Access, with PeopleSoft HR/payroll, financials/EPM and SPOL preferred.
