POSITION TITLE: Director, Human Resources Operations

BASIC FUNCTION:
Oversees the day-to-day functions of Human Resources, under the direction of the Vice President. This is both hands-on and supervisory, including planning and directing all phases of a diversified and comprehensive Human Resource management program. The employee in the position exercises independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.
RESPONSIBILITIES:
· Assists in the development and administration of detailed procedures for placing personnel policies into effect; representing the college in carrying out rules and regulations, recruiting, training, promotion, discipline, grievance proceedings, discharge, and related personnel transactions.
· Informs employees of promotion and transfer possibilities, training courses, rights, obligations, and benefits and making routine interpretations of personnel policies, regulations and standards and supervising these activities.
EDUCATIONAL REQUIREMENTS:
Bachelor's degree, preferably in Human Resources or related area.
EXPERIENCE REQUIREMENTS:
Four (4) years of Human Resource Management experience, two of which must have been at the administrative/managerial level in a comprehensive human resource management function.
KNOWLEDGE/ABILITIES/SKILL REQUIREMENTS:
Knowledge of the basic principles of personnel administration. Knowledge of one or more personnel program functions such as selection, classification and pay, employee benefits, labor relations, employer/employee relations or training. Knowledge of the principles and techniques of effective communication. Knowledge of the methods of data collection. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to collect, evaluate and analyze data relating to personnel program functions. Ability to organize data into logical format. Ability to compose correspondence. Ability to solve problems and make decisions. Ability to work independently. Ability to understand and apply applicable rules, regulations, policies and procedures relating to personnel program functions. Ability to prepare reports relating to personnel program functions.
