POSITION DESCRIPTION
POSITION TITLE: Manager of Construction Projects and Certified
Building Administrator
DEPARTMENT: Facilities

BASIC FUNCTION:
Performs General Contractor
and Project Management functions for the construction remodeling or renovation
of college facilities for small construction projects. Works as a Certified Building Administrator.
RESPONSIBILITIES:
- Manages the Construction Process of small construction
projects (up to $300,000) including the following items:
- Creates detailed scope of
work, coordinate bid process of subcontractor, award of contract
execution including prequalification of subcontractors.
- Generates and manages project
schedule
- Reviews and confirms bids to
meet scope requirements, schedule requirements and best qualified pricing
- Issues Purchase Order for
Subcontractor Work
- Manages Subcontractor in Field
– Safety, Access, Quality Work, Schedule, etc.
- Manages Subcontractor in
Office – License, Insurance, Purchase Orders, Invoices, etc.
- Coordinates project work with
In-House Construction services.
- Coordinates with consulting
firms for Uniform Building Code Inspection project work.
- Manages the Design Process of small construction
projects (up to $300,000) including the following items:
- Opens Purchase Order for
Design Consultants
- Manages Design Consultants to
create construction documents for permitting and construction.
- Manages minor college
construction projects and coordinates involvement of Provosts, Program
Directors, faculty and staff.
- Manages Permitting and Inspection Process as Certified
Building Administrator including Site Maintenance, In-House, Minor and
Major Projects
- Issues annual In-House and
Site Maintenance Permits
- Reviews Permit Applications
including Plans and Specifications
- Issues mandatory Comments to
Permit Applications
- Confirms Licensure of
Applicants and Subcontractors
- Issues Building Permits
- Signs off on Certificate of Occupancy for Permitted
Projects and Office of Educational Facilities forms
- Reviews Plans and Specifications for code and Design
Guideline compliance
- Manages Inspection Process using in-house and outside
consultants
- Inspects progress during construction and expedites
corrective action through supervision.
- Manages on-site UBCI review work for compliance with
codes, contract documents and overall quality.
- Conducts UBCI inspections for compliance with
applicable codes.
- Reviews and coordinates plans and specifications during
document development process.
- Expedites corrective action in various situations,
including errors and omissions, unforeseen conditions and Owner request
changes.
- Works closely with other SPC employees during project
design development, the construction process and office administrative
activities.
- Maintains telephone and written contact with
contractors and design professionals regarding the various projects.
- Performs related duties as required.
EDUCATIONAL REQUIREMENTS:
Bachelor’s degree in
Construction or related field. Possession of a General Contractors License,
Florida Certified Building Administrator License – Certified Uniform Building
Code Inspections or able to pass examine within one year.
EXPERIENCE
REQUIREMENTS:
Ten (10) years managerial
experience in commercial/institution construction.
KNOWLEDGE/ABILITIES/SKILL
REQUIREMENTS:
Knowledge of construction
methods, practices and procedures. Knowledge of Florida Building Code.
Knowledge of State requirements for educational facilities. Ability to read and
interpret blueprints and construction drawings. Ability to interpret contract
documents, plans and specifications. Ability to climb ladders and to perform
inspections on-site. Ability to evaluate and compare construction quality and
standards by performing on-site inspections. Ability to maintain good relationships
with staff, contractors and design professionals. Written and verbal
communications skills.
