POSITION DESCRIPTION

POSITION TITLE: Manager, Energy and Maintenance Services

DEPARTMENT: Facilities          SITE: EPI

SALARY SCHEDULE: A&P        LEVEL: C

BASIC FUNCTION:

Provides professional services to analyze current energy and utility usage and develop a College energy management plan in order to provide proper environmental conditions with efficient energy utilization, focusing on sustainable design and maintenance practices. Responsibilities include the supervision of personnel and activities of the Maintenance Department and all service work provided by outside vendors on building and system maintenance.

 

RESPONSIBILITIES:

Energy Management:

  • Develops, implements and manages the college-wide energy conservation program encompassing the full spectrum of utilities consumption and other energy-related operations within the college.
  • Educates students, faculty and staff on the conservation program through presentations, workshops and public information bulletins.
  • Supervises the efforts of Maintenance and Mechanical staff to achieve efficient use of energy resources while minimizing the effects on staff and students.
  • Ensures that energy management operations are supportive of the instructional goals of the college.
  • Reviews the technical features of buildings HVAC, lighting and other consuming systems to ensure optimal energy efficiency and makes recommendations for improvements through the refinement and integration of the college’s design guidelines for construction projects.
  • Responsible for the identification, preparation, prioritization, and recommendation of energy cost reduction opportunities including economic analysis.
  • Prepares the annual energy budget with the Director of Facilities Services, and compiles and provides monthly monitoring reports so that consumption and budgets can be managed.
  • Recommends sustainable practices and policies directed toward energy conservation. Develops long-range plans for implementing innovations.
  • Assists Maintenance Supervisors in evaluating HVAC and other equipment to ensure effectiveness and efficiency.
  • Develops training options and/or improvement plans to ensure the most efficient operation of HVAC and other equipment.
  • Implements a program to reduce college costs for energy.
  • Maintains a continuous activity schedule for all buildings in order to coordinate efficient usage.
  • Utilizes consultants when necessary to identify energy conservation measures
  • Compiles utility budgets and energy conservation cost estimates based upon documented program needs.
  • Pursues outside funding sources for equipment retrofits, including grants and rebates’
  • Maintains liaison with equipment suppliers in order to conduct bidding process for equipment upgrades and retrofits.
  • Monitors all facilities design and construction activities as they relate to energy conservation and management.
  • Provides design review services to ensure that new construction projects are consistent with the college’s energy management plan. Works to develop/refine college design specifications for energy conservation purposes.
  • Recommends maintenance supply and equipment purchases to ensure energy efficient replacements are being specified.
  • Implements the policies established by federal and state law, State Department of Education rule, and College policy in the area of energy conservation.
  • Demonstrates awareness of college and community needs and initiates activities to meet those identified needs.
  • Approves utility bill payments. Manages all utility accounts so that obsolete accounts can be deleted.
  • Analyzes and interprets technical data and communicates with non-technical individuals.
  • Provides leadership and direction to subordinates.
  • Coordinates the development and refinement of various documents associated with department operations.

Maintenance operations:

  • Manages the activities of the Maintenance department using the Maintenance Direct work order system.
  • Assists the Director, Facilities Services on staffing issues and performance evaluations. Fills in for Director in his/her absence.
  • Coordinates building maintenance, working in unison with other Facilities Services and college departments.
  • Responsible for assisting in preparation of and assuring compliance with college procedures and rules.
  • Maintains a customer service operation and standards as a critical component of the department .
  • Keeps the Director of Facilities Services advised of important maintenance services issues.
  • Establishes and coordinates use of college’s computerized HVAC control system.
  • Assists in work related to construction project planning and execution.
  • Supervises the procurement of maintenance supplies and materials. Oversees the inventory of maintenance supplies and materials.
  • Maintains the college-wide Preventive Maintenance program utilizing the PM Direct software.
  • Develops cost estimates and prepares reports as required.
  • Identifies and provides for maintenance/HVAC training. Coordinates training of Maintenance personnel with internal and external training resources including providing extensive safety training.
  • Assists other Facilities Services departments as required.
  • Responsible for departmental budget, in conjunction with the Director of Facilities Services.
  • Actively promotes teamwork.
  • Performs related duties as required.

 

EDUCATIONAL REQUIREMENTS:

Bachelors degree in Mechanical Engineering, Facilities Engineering, Architecture, Engineering Technology or related field or must have the equivalent of 8 years experience working in a similar related field.

 

KNOWLEDGE/ABILITIES/SKILL REQUIREMENTS:

Knowledge of construction details and ability to read and interpret blueprints/specifications. Knowledge of safety precautions required in the building and maintenance trades. Knowledge  and understanding of all building mechanical systems. Knowledge of basic mathematics. Knowledge of computer based work management systems. Ability to operate standard office equipment including a personal computer using program applications such as MS Word, MS Excel, Maintenance Direct work order system, PM Direct system, Trane Tracer Summit programs, etc. Ability to perform all required functions necessary to conduct building energy audits. Ability to climb ladders. Ability to effectively utilize labor and material resources. Ability to pass a post qualification physical examination. Ability to motivate staff to work as a team, in cooperation with other college units. Ability to operate within a budget and maintain related documentation. Ability to make equipment inspections, to recognize deficiencies and take appropriate corrective actions in a measured and effective fashion. Ability to attend continuing education classes. Skill in reading comprehension. Possession of supervisory skills including working and dealing with personnel issues. Coaching and interpersonal skills. Written and verbal communication skills required.

 

SPECIAL REQUIREMENT:

Must be able to work irregular hours including nights, weekends and holidays.

 

LICENSES/CERTIFICATIONS REQUIRED:

Must possess a valid driver's license.
