POSITION DESCRIPTION
POSITION TITLE: Vice President, Baccalaureate
Programs, Academic Effectiveness, and University Partnerships

BASIC FUNCTIONS:
Under the
overall direction of the Senior Vice President of Academic and Student Affairs,
serves as the academic officer for upper-division programs of the college.
Oversees all of the College’s upper-division academic and student services
related to baccalaureate programs and the University Partnership Center. Work
with the Senior Vice President of Academic and Student Affairs to assure
bachelor degree access is enhanced in the SPC service area and statewide.
RESPONSIBILTIES:
In
concert with the Senior Vice President of Academic and Student Affairs,
- Serves as a member of the
President’s Cabinet, with college-wide responsibilities including
institution-wide planning, budgeting and decision-making.
- For baccalaureate programs,
oversees curriculum development and implementation of curricula, courses,
programs and activities (traditional, online and blended), as well as
educational research and developmental education.
- Work with the President on
state legislative activities of the college related to upper-division
curriculum and initiatives.
- Assists the President in
issues related to resources and facilities, human resources, planning and
effectiveness.
- Supervises the deans of the
upper division colleges and the coordinators for baccalaureate programs
and as well as the Associate Vice President of the University Partnership
Center.
- Co chairs the college-wide
Deans Council and works with upper division deans on daily operational
issues.
- Coordinates
the formal college review process for the consideration of new
baccalaureate programs.
- Coordinates accreditation
process for four-year programs with SACS and specialized accreditation
agencies.
- Ensures that accreditation
standards are maintained and that financial integrity and internal
controls support timely and effective decision making.
- Develops and supervises the
upper division operating budget; also develops and implements the budgets
related to student activity fees, lab
fees and financial aid fees related to the upper-division at SPC. Manages
the funds related to distance learning fees for upper division courses.
- Responsible for establishing
procedures and processes to assure a quality mix of bachelor majors.
Additional Responsibilities
- Administers
baccalaureate-related academic, operational and student services.
- Administers the strategic
planning, budgeting and other special planning projects for upper-division
areas.
- Responsible for recruitment
and retention of baccalaureate students.
- Oversees
all institutional effective outcomes for the four-year programs and
university partnerships.
- Recommends hiring, as well as
trains, evaluates and directs all personnel under immediate supervision.
- Participates in planning of
college instructional facilities regarding four year programs & UPC
programs.
- Serves as college
representative regarding baccalaureate academic or student affairs with
local, state and federal agencies.
- Responsible for the
implementation of the upper division international partnership programs in
cooperation with the International Program Office.
- Serves on various statewide
and national committees, as necessary.
- Works closely with the Senior
Vice President of Academic and Student Affairs.
- Performs related duties as
required.
EDUCATIONAL REQUIREMENTS:
Master’s
degree, required
EXPERIENCE REQUIREMENTS:
Six (6)
years experience, including five (5) years top-level administrative experience
in academic and/or student affairs and community college baccalaureate programs
background. Strong understanding of the Florida Community College System
required.
KNOWLEDGE/ABILITIES/SKILL
REQUIREMENTS:
Direct
experience with academics and/or student affairs in community college setting.
Experience developing and managing college budgets. Excellent verbal and
written communication skills. Ability to deal effectively with students,
faculty and staff. Comprehensive understanding of all modes of teaching and
learning – traditional, online and blended. Knowledge of and experience with
effective student success efforts, from recruitment through
graduation/completion. Ability to successfully manage multiple initiatives.
Ability to perform effectively at both the college and state level with issues
related to the bachelor access.
