- What is an ALF?
According to DOEA "For the purposes of licensing, an "assisted living
facility" means any building or buildings, section or distinct part of a
building, private home, boarding home, home for the aged, or other
residential facility, whether operated for profit or not, which
undertakes through its ownership or management to provide housing,
meals, and one or more personal services for a period exceeding 24 hours
to one or more adults who are not relatives of the owner or
administrator."
- Are the ALF Exams given the last day of class?
No, ALF Exams are given on a regional basis by USF.
You will receive an exam application and list of exam sites on the last
day of class. Your instructor will send your name to USF and certify that you
can take the exam. You complete the exam application and mail your fee
along with your date selection to USF. Exam applications must be
received 10 business days prior to the exam date.
- Do they need this education
provided by a certified instructor?
Department of Health governs these classes.
Check with them or the surveyor for your facility for instructor
requirements. When attending the HIV Aids classes, always use one that
is approved for nursing. You may get them online at SPC by going to
www.OnlineCE.net.
- What is the difference between ALF, AFCH and Adult Day Care?
Each has a different set of regulations and rules to follow. For more information check the statutes for each
in Florida Statute CHAPTER 429.

- What are the requirements to be an ALF Administrator?
Administrator requirements are outlined in Florida Statute Chapter 429,
Part I, F.S. and Rule 58A-5.
- How old can you be to take ALF Core Training at SPC?
You must have a HS Diploma or GED to take ALF Core Training.
To be employed as an ALF administrator:
- Anyone employed Beginning October 30, 1995, must have a high school diploma or G.E.D and be least 21 years of age
- Be in compliance with Level 2 background screening standards pursuant to
s. 429.174, F.S.
- Successfully complete the ALF Core Training Program pursuant to Rule
58A-5.0191, F.A.C.
- According to the
state's website,
http://www.floridaaffordableassistedliving.org/operator/minimum.html,
"For persons working in ALF prior to 1990, if employed on or after August
15, 1990, have a high school diploma or general equivalency diploma
(G.E.D.), or have been an operator or administrator of a licensed
assisted living facility in the State of Florida for at least one of the
past 3 years in which the facility has met minimum standards."
- How many facilities can an ALF Administrator manage?
Administrators may supervise a maximum of three assisted living on a
single campus.
- Who provides the patients to an ALF?
Patients in an ALF are called residents. No one provides or delivers residents. ALF
Administrators must market to the community to secure residents.
- Who pays for the ALF residents?
Most payments for ALF Residents are private pay. There is some public
assistance via federal and state programs for residents that qualify and
for
facilities that seek to follow the directives to secure these funds.
- Do I need to get an ECC license when I get my ALF license?
No, you can operate an ALF with a standard ALF license. LNS, ECC &
LMHC are higher standards of care.
- What are the 3
specialty ALF licenses?
- Extended Congregate Care License
(ECC)
- Limited Nursing Services License
(LNS)
- Limited Mental Health License (LMHC)
You must have a standard ALF license first before you apply for
specialty licenses. Most ALF's will operate as a standard ALF before
deciding to secure a specialty license.
- Is there ALF Core Information in Spanish?
Go to
Florida Affordable Assisted Living. This
is the DOEA's website for ALF and information in Spanish may be available there.
- What are the Continuing Education Requirement for ALF?
ALF Administrators need to complete 12 hours of continuing education in topics related to assisted living every 2 years as provided under Florida Statute Section 429.52, F.S.
An ALF Administrator who has not taken the 12 continuing education requirements will need to retake the ALF Core
Training and pass the
exam.

- What is the difference between ALF and AFCH?
An "adult family care home" is a 24 hour family-style living environment
in a private home of the administrator. The AFCH
provides the room, board, and personal care, on a 24-hour basis, for no
more than five (5) disabled adults or frail elders who are not
relatives. The adult family care home provider lives in the home and is
the primary caregiver.
An assisted living facility provides housing,
meals, and one or more of the 5 activities of daily living to one or more adults who are not
relatives of the owner or administrator. The administrator may live off-site.
- I'm buying an ALF. Do I need to take ALF Core?
Yes, ALF Licenses cannot transfer from seller to buyer. The license rests with the original applicant. You have 3 months from the time you become an Assisted living facility
administrator and/or manager to complete ALF Core Training.
This includes taking ALF Core Training and passing a competency test.
The transferee (buyer) will need to fill out an application to the AHCA Assisted Living Unit for a new license at least 60 days before the date of
transfer of ownership.
The transferor (seller) will need to notify the AHCA Assisted Living Unit in writing at least 60 days before the date of transfer of ownership.
The new owner will need to notify the residents, in writing, of the transfer of ownership within 7 days of his or her receipt of the license.
- I just got a job as an ALF Administrator. What is my timeframe to take
the Core Training?
You have 3 months from the time you become an Assisted living facility
administrator and/or manager to complete ALF Core Training.
This includes taking ALF Core Training and passing a competency test.
According to DOEA, "Administrators who have attended ALF Core
Training
prior to July 1, 1997, and managers who attended ALF Core Training prior
to April 20, 1998, shall not be required to take the competency test".
- I am a licensed nursing home administrator, do I need to take
the Core Training?
No, according to the F.S., you are exempt from this requirement.
However, it is strongly recommended that you take ALF Core so you will
know the difference in regulations between ALF and SNF. This will make
it easier for you to operate your ALF under ALF guidelines.
- I am a nurse, do I need to take ALF Core Training and will I get Nursing
CE for it?
Yes, you must take ALF Core Training if you wish to work as an ALF
Administrator. No, you will not receive Nursing CE as the course is about
Assisted Living Administration not nursing.
