TITLE: Human Resources Program Coordinator

FUNCTION:
Under
general direction, performs independent, responsible and complex human resource
management services work in support of a college campus(s) environment. Applies
and interprets rules to appropriate situations within areas of
responsibilities. Support services include, but are not limited to, Attendance
and Leave, Benefits, Classification and Compensation, Employment, Employee
Relations, and Pre-Payroll Processing /Records,
RESPONSIBILITIES:
· Develops goals and programs
supporting delivery of tools and resources to achieve targeted outcomes.
· Accountable for compliance with
laws and regulations governing area(s) of Human Resources under his/her
purview.
· Works collaboratively with other
members of HR team as well as colleagues throughout the college.
· In collaboration with
Professional Development & Training, develops and conducts
workshops/presentations on HR-related matters as needed.
· Keeps abreast of regulatory
trends and identifies their impact and manages this information through the
organization.
· Identifies ongoing training
needs of those under his/her supervision and collaborates Professional
Development & Training and, as appropriate, college subject matter experts,
on meeting those training needs.
· Contributes to the maintenance
of the Faculty Manual.
· Performs research and gathers
data to improve processes and practices.
· Performs a variety of office
services tasks including research, preparing reports, compiling statistical
data and other Human Resources services.
· Travels to different college
sites as necessary.
· Takes on additional projects and
duties as assigned.
Other responsibilities will vary according to one or more of the areas listed below.
Attendance and Leave
· Oversees attendance and leave
processing.
· Reviews employee
requests/eligibility for leave absences such as FMLA.
· Monitors time off, both paid and unpaid.
Benefits
· Oversees college-wide benefits programs, including voluntary and non-voluntary offerings.
· Monitors budgets of college’s self-insured medical and dental plans.
· Works as a liaison to benefits vendors.
· Coordinates annual Benefits Open Enrollment.
· Oversees benefits processing.
· Works with AIS Department regarding online functionalities such as electronic benefits enrollment.
· Works closely with Wellness Coordinator on benefits matters that link to college-wide Wellness Program.
Classification and
Compensation
·
Coordinates
the proper completion of position descriptions, performance standards and job evaluation
criteria with college consultant.
·
Works
with Employment Team to ensure posted vacancies have up-to-date position
descriptions.
·
Evaluates
salary survey data for determining compensation strategies.
·
Recommends
alternative compensation strategies for special campus/site/department needs.
· Forecast personnel-related
budgets.
· Develops and updates competitive pay structures.
· Participates in compensation
surveys; analyzes and interprets data results.
Employment
· Oversees the employment process
for all budgeted and non-budgeted positions.
· Coordinates employee recruiting
efforts such as paid advertising, seminars, job fairs, etc.
· Collaborates with Web and
Instructional Technology (WITS) department regarding ongoing
maintenance/updates of the online applicant tracking system.
· Counsels hiring managers on
employment policies and practices.
· Oversees records management of
pre-employment and new-hire documentation.
· Administers and reviews salary
calculations.
· Works with Classification &
Compensation to ensure posted vacancies have up-to-date position descriptions.
· Tracks and evaluates employee
turnover rates.
· Oversees scheduled orientation
sessions of non-budgeted hires; works with HR’s Professional Development &
Training on scheduled orientation sessions of new budgeted employees.
Employee Relations
·
Monitors,
evaluates and analyzes performance evaluation data.
·
Counsels
supervisors and employees as to proper evaluation practices.
·
Maintains
understanding of campus/site organization climate and assesses need for alternative
human resource management strategies.
·
Works
closely with General Counsel and the EA/EO office on employee relations
matters.
·
Works
closely with General Counsel on updates to college board
rules.
· Monitors/updates college
Affirmative Action Plan, in close consultation with the EA/EO Office.
Pre-Payroll Processing / Records
· Oversees pre-payroll
review and processing.
· Coordinates with
Payroll regarding pay-related matters.
· Collaborates with
Payroll and the AIS Department on matters related to the electronic
time/leave-reporting system.
· Oversees department
records, including auditing of files, etc.
· Monitors employee
completion of required activities such as Preventing Sexual Harassment
training, etc.
EDUCATIONAL REQUIREMENTS:
Bachelor’s degree from a regionally accredited
institution, or equivalent combination of valid HRCI Human Resources
certification and experience.
EXPERIENCE
REQUIREMENTS:
Three
(3) years of related experience.
KNOWLEDGE/ABILITIES/SKILL
REQUIREMENTS:
Knowledge
of basic categories of professional Human Resources Management practices
including advanced and specialized knowledge of at least one major category of
Human Resource management. Ability to make sound judgments based on facts found
in Human Resource management-related investigations. Possession
of a valid Florida Driver’s License.
Skill in the use of a computer. Knowledge of
various computer applications including MicroSoft
Office and HR enterprise systems such as PeopleSoft. Verbal
and written communications skills. Ability to deal
with people, agencies and organizations.
