CONSTITUTION

ARTICLE I.  NAME OF ORGANIZATION

This organization is known as the Student Government Association of the St. Petersburg College, Clearwater Campus.

ARTICLE II.  PURPOSE OF THE ORGANIZATION

The purpose of the Student Government Association is to be the official representative voice of the student body's interests, concerns, and needs on the Clearwater Campus.  The Student Government Association will serve as a liaison between the student body and the college administration.

The Student Government Association will design and implement an information system which will facilitate the collection, review, and dissemination of data that is sensitive and essential to the concerns, opinions, perceptions, and general interest of the student body.

ARTICLE III. MEMBERSHIP

Only those students currently enrolled at St. Petersburg College, Clearwater Campus, who are in good standing, as defined by the Bylaws, will be eligible for membership on the Student Government Association.  The Student Government Association will be composed of members including one representative from each officially recognized Student Club/Organization.  The membership of the association will automatically be expanded to accommodate the formation of new Student Club/Organizations. The number of seats available in the Student Government Association shall be set within the first week of Session I based on campus enrollment.  For every 400 students, or portion thereof, there shall be one elected representative to the position of Senator.  The Senators will be approved by the Campus Advisory Board and elected by the Student Government Association.

ARTICLE IV. REPRESENTATIVE DUTIES

1.  The Executive Committee includes a President, Vice President, Secretary, Legislative Liaison, Freshman Representative, Sophomore Representative, Sergeant at Arms, Parliamentarian, Treasurer, Jurisprudence, and Historian.

2. The remaining association members, the Senators, and Club/Organization  representatives will be assigned specific duties and responsibilities as outlined in the Bylaws.

ARTICLE V.   ELECTION OF REPRESENTATIVES

1. Each officially recognized Club/Organization will be given the opportunity to select one representative to hold membership on the Student Government Association.

2. Campus Advisory Board must approve all Senatorial applications. A senatorial election shall be conducted provided there are more applicants than allotted seats for the positions of Senator.  Elections for the Senator positions are to be held during the first four weeks of the Session I academic calendar.

3.  An election within the Student Government Association will determine the offices of President, Vice President, Secretary, Legislative Liaison, Treasurer, and two representatives to this Executive Committee.

4.  The positions of Sergeant at Arms, Historian, Parliamentarian and Jurisprudence can be appointed by the President if determined necessary.

ARTICLE VI. MEETINGS

1. Regular Student Government Association meetings will be held weekly throughout Session I, Session II, and Session III.  The President may choose not to hold Session III meetings.

2.  The regular meeting time will be established at the first Student Government Association meeting.

3.  Special meetings will be held on call by the President, or by the request of the college administration.

4.  The Student Government Association members are expected to attend all regularly scheduled meetings of the Student Government Association.

5.  The general Student Government Association meetings will be open to the student body, but only Student Government Association members will have voting privileges.

6.  A quorum will consist of two-thirds (2/3) of the existing members of the Student Government Association, and is required for voting to occur.

7.  The Executive Committee will meet bimonthly to discuss important matters and to set the agenda for the weekly Student Government Association meeting.  A majority of the Executive Committee members must be present for voting to occur.

ARTICLE VII.  AMENDMENTS TO THE CONSTITUTION

1.  Any amendments to this Constitution will not violate campus, college, or Board of Trustees’ Rules.

2.  This Constitution may be amended by the affirmative vote of two-thirds (2/3) of the Student Government Association members, provided that no vote will be taken on the proposal to amend the Constitution unless read at two prior meetings.  Final approval of any and all constitutional amendments rest with the college administration.
