PROJECT EAGLE I B, "online learning project"

EVALUATION PLAN

St. Petersburg College is committed to both formative and summative evaluation of project objectives throughout the period of Eagle I (Part B). Since this project and the previous Congressionally directed project (P116Z030112) coalesce, the evaluation tool will as well. Most of the deliverables are to continue the program development. Recall that two of the key objectives are specifically detailing how the grant is to define and disseminate information on best practices and focus on crafting a system for assessing the quality and effectiveness of online courses, support services, and services provided by the educational technologists.

There are multiple layers of evaluation across the key aspects of the program. The College will evaluate the need for new course development (and revision of existing courses). The results of developed templates and checklists will serve as benchmarks for program assessment.

No funds from Project Eagle (Part B) will be used for Evaluation-related initiatives because comprehensive evaluation strategies already, funded by Project Eagle II and the College, are in place. Funds from Project Eagle II have been set aside for the services of an external evaluator; technical consultants are expected to assist us with both ongoing research on programs and outcomes, and with broad-based electronic dissemination of research questions and findings.

In addition to the Project Eagle specific evaluations, all College programs and activities take part in the ongoing, College-wide unit plan review process which calls for an annual examination of objectives, accomplishments, and a cycle of planning that takes the results of evaluation and incorporates them into the next iteration of objective-setting. The “bottom-line” of both projects is that by the end of the funding period, the College will have created a variety of new courses, materials, programming and learning objects (and revised current ones) that will greatly expand access to educational opportunities in Pinellas County and beyond.
