Canvassing

The College recognizes that there is a free speech right of students, faculty, staff and the public while on campus. Anyone desiring to exercise this right (whether an individual or group) by presenting speeches or distributing petitions or other written information of a public, noncommercial or religious nature may do so on the following conditions:

  1. The conduct of such person(s) must be orderly, non-threatening and not disruptive of the orderly operation of the College, classes, or other activities.

  2. Any speeches or canvassing or other activity in which such person(s) will be present, must be done during normal college operating hours. All such activity must be conducted between the University Partnership Building and the Technology Learning Building at the West side of the Main entrance to the Technology Learning Building (under the patio), out of walk-paths, in the area designated by the Student Activities Coordinator for such use (marked 'X') below:

  1. Any posters or literature left for distribution must either be posted on an approved bulletin board or left in the Student Activities Office for distribution.

  2. Anyone exercising their rights under this policy must clearly display a sign or poster measure not less than 8-1/2" x 11" reading:

    "Views, political positions, survey topics or petition questions here represented or expressed are not necessarily endorsed by St. Petersburg College, Seminole Campus."
In addition, the person(s) must display a sign or poster measuring not less than 8-1/2" x 11" indicating the topic or question at issue.
  1. The conduct of such person(s) must not contravene any law of the United States, the State of Florida, its subdivisions, or any ordinance of the City of Seminole.

  2. Individual or groups wishing to undertake such activities must contact the Student Activities Coordinator or Provost ahead of time so that arrangements can be made for the appropriate time, place and manner.

  3. Advertising, soliciting or other commercial activities, except those subject to contract with St. Petersburg College, are strictly prohibited on campus.
Definitions:

a) "Reasonable time" shall mean a time period when a signifiant number of students are on campus.

b) "Place" shall mean that a prominent place where student traffic flow is significant, and,

c) "Manner" shall mean by establishing a table where such person or persons may speak, distribute such written information, and/or invite students and others to sign such petitions.

 

Smoking

Effective August 1, 2002 the Seminole Campus designated outside smoking zones.

The smoking area is east of the vending machines that are located between the Technology Learning Center (TL) and the University Partnership Center (UP) buildings.

It includes both the uncovered and covered patios north of the TL Learning Commons, as well as the covered walkway that leads to them from the vending machine area.

All other outside areas adjacent to buildings are non-smoking areas, including the covered walkway between the TL and UP buildings.

There is no smoking permitted inside any building on the Seminole Campus.
