General Information

The contents of this page constitute the traffic code of St. Petersburg College and shall be applicable to students and staff operating motor vehicles on college property. Parking regulations are designed to make parking easier and more convenient for all and to maximize safety for everyone on the college's property. Cooperation from all is required for a safe campus.

The campus parking lots are provided for persons enrolled in SPC classes, persons conducting official business with the college, and faculty and staff who work at the college. During the working day, some spaces are reserved for use by faculty, staff and visitors. Parking spaces are color coded for use by groups. Parking spaces are assigned by color code as follows:

  Yellow lined spaces marked "Staff Reserved - Day/Night"
Student
  White lined spaces
Visitor
  Green lined spaces
Handicapped
  Blue lined spaces and posted signs denoting Handicapped Permit Required

Color-coded lines are generally used for daytime parking (7:00 a.m. to 4:00 p.m.) and do not apply in the evening except for Staff/Faculty (Evening) and Handicapped spaces.

Rights of the college to regulate the use of any and all parking facilities include:

  1. Denying parking privileges to any individual and/or group of individuals.
  2. Reserving parking spaces for the use of selected individuals or designated individuals and/or groups.

St. Petersburg College reserves the right to change or modify these rules and or the allocation of parking spaces as the need arises.

NOTE: Violating rules without receiving a citation, or observing someone else doing same without being cited, should give no one reason to assume there is any exception.

No vehicle hang tags are required for students

Staff and faculty — but not students — are required to register their vehicles to park on campus. Students are invited to continue their vehicle registration. This will enable security to locate vehicle owners in time of need. With construction ongoing on campus, from time to time there is a need to ask that vehicles be moved. Your continued registration enables security to locate you if necessary.

Parking Regulations

  1. All students must park on paved lots. Day students (those using the campus between 7:00 a.m. and 4:00 p.m.) must park between white parallel lines only. Yellow-lined spaces are reserved for faculty and staff during the day. Students using the campus after 4:00 p.m. may park between any color lines with the exception of any yellow-lined spaces marked "Faculty/Staff Day and Evening". All other spaces are on a first come, first serve basis after 4:00 p.m.  During the day registered students may not park in Visitor Parking. Visitors are defined as persons other than those enrolled as students.
  2. Vehicles parked on campus by staff and faculty must be registered with Campus Security. Unregistered vehicles may be ticketed and may be towed for repeated violations.
  3. Bicycles and motorcycles must be parked in their designated areas.
  4. Where parking spaces are diagonal, vehicles must park with the front of the vehicle facing the closed end of the space. Do not pull through or back in so the front of the vehicle is facing the driving lane. This is a safety requirement to prevent driving against the flow of traffic when leaving.
  5. Observe the correct flow of traffic at all times.
  6. The speed limit on campus is 10 mph unless otherwise posted.
  7. Handicapped parking is controlled by state law. Parking spaces for the handicapped may be used only by those with special license plates or stickers issued to them by The Department Of Motor Vehicles for that purpose. Temporary handicapped permits are also available from the Pinellas County Tag Agency. St. Petersburg College has no authority to permit students to use handicapped spaces.
  8. Vehicles are not to be left on campus after 10:00 p.m. without permission of Campus Security.
  9. Playing audio equipment loud disturbs classes and will not be tolerated. Offenders will be referred to the office of the Campus Provost or Associate Provost.
  10. Students are responsible for friends and family members who drive on campus.

Improper Parking

Examples of improper parking include:

  1. Parking (by staff or faculty) of a vehicle without displaying a current registration decal on vehicle. Decals are issued for staff and faculty vehicles that have been registered to use campus parking lots.
  2. Parking in a reserved space.
  3. Parking over curbs, on the grass, or on painted islands.
  4. Backing into a diagonal parking space.
  5. Parking in any manner where the vehicle is parked against the flow of traffic.
  6. Occupying more than one space.
  7. parking a motorcycle in any space other than designated motorcycle parking.
  8. Obstructing traffic by a) parking in a manner that blocks or impedes traffic flow; b) double-parking without waiting in the vehicle.
  9. Leaving vehicles parked on campus overnight.

Reckless Driving

Any individual who operates a vehicle in a manner that might endanger the life or property of another while on campus is in violation of this section and is subject to a fine and/or disciplinary action. Examples include:

  1. Spinning tires when accelerating.
  2. Fast acceleration (exhibition of speed).
  3. Operating a vehicle with someone else on the exterior of the vehicle.
  4. Operating a vehicle on sidewalks, grass, or any other place not designated for vehicle traffic.
  5. Disregarding any regulatory sign, device, or directional arrow painted on the asphalt. (This includes the yellow flexible posts and traffic cones set out to direct the flow of traffic.)

Speeding

Speed in excess of 10 miles per hour, unless posted otherwise, constitutes speeding and may result in being ticketed.

Compliance

Any vehicle that is repeatedly parked in parking areas designated faculty, staff, handicapped or loading zone, or in a lane of traffic without authorization, or in any posted tow away zone or fire lane may be towed, at the owners expense, to a storage lot not more than five miles away from the campus. The towing company's name, address, and fee schedule may be obtained from the office of your Campus Associate Provost or Provost.

Appeals

Citations issued by Campus Security for alleged traffic violations may be appealed by submitting an appeal form, properly filled out, to the security office on the campus where the ticket was issued. The appeal will be forwarded to Collegewide Security for review.

Appeal forms are available on each campus in the Business Office, Counseling Office, Assistant Provost's Office, Campus Security, and in the Security Dispatch office.

Appeals will be reviewed, either granted or denied, then returned to the student by mail. (Please be sure your address and ZIP code are correct. If rejected, student records will be place on hold until the fine is paid). Visitors who consistently do not pay fines jeopardize their right to park on campus.

If you desire to contest the decision of the appeal officer, you may do so by contacting the office of the Collegewide Security Supervisor at (727)341-3157.

Fines

All fines are $10 for each offense and may be paid at the Business Office. Campus Security officers are not authorized to accept payment for any citation. Failure to pay fines will jeopardize grade receipt and/or future registrations. If paying by mail, send the check to Business Office, P.O. Box 13489, St. Petersburg, FL 33733.

Should any fines be disputed, your receipt is proof that a ticket has been paid. PLEASE KEEP ALL RECEIPTS.

Warnings

Warning citations are usually issued during the first two weeks of each session to educate students and staff about the regulations. Repeat offenders during this period may be cited for infractions.

Courtesy

Students are urged to use on-campus parking. Spaces are nearly always available for student parking. Please respect the college's neighbors by parking in the college lots rather than on neighborhood streets. Blocking driveways and access to trash containers on collection day can present problems for our neighbors. It is possible that your vehicle may be towed if you block any of the above.

Driver Responsibilities

    1. Park in proper designated areas only.
    2. Be responsible for vehicles driven by friends and relatives. Notify them of the correct areas for parking.
    3. Be familiar with the campus parking rules and obey them.
    4. If your vehicle becomes disabled, immediately notify the Campus Security Office of the location and when it will be moved.
    5. Maintain vehicle audio equipment at a level so as not to disturb others. Vehicle drivers failing to comply may be cited for disrupting classes (DBT 6Hx23-4.33#12).
    6. All students are urged to park their vehicles in the spaces provided on campus. Empty spaces are available almost always for student parking, particularly in the large lots. Please respect the college's neighbors by parking on campus rather than on the neighborhood streets.
